She has made considerable efforts for the educational and cultural development of Kiev, the capital of Ukraine, and has defended principled positions on issues such as the revitalization of national dramatic arts, youth spirituality and aesthetic education. In 1966, TI Skilda was appointed director of the Kiev Institute of Trade and Economics, which was established on the basis of the Kiev branch of the Soviet Trade Institute in Donetsk in accordance with the government resolution of March 4, 1966. The formation of this higher education institution named TI and its development and operation in the past 20 years are all related to Skilda. Her main tasks are the construction and technical equipment of educational bases, home and sports buildings, recruiting teachers, developing scientific research, establishing active cultural and educational work with students and creating favorable conditions. From 1967 to 1968, at her initiative, the design and construction of an institute building began on a new piece of land in the sandy forest belt on the left bank of the Dnieper River in the suburbs of Kiev. In 1972 the educational process had begun in the new teaching and laboratory building. It provides dormitories with 400 places for freshmen. The institute opened its operations in 1976 at a completely new location. By its tenth anniversary, the college had opened an 800-seat auditorium. During the construction of the auditorium, like almost all buildings, teachers, students and staff were actively involved, using their spare time in the spirit of "people construction" way to work. TI Skilda recalled:"This educational institution was created on the basis of a branch of the Soviet Trade Institute in Donetsk, which had 30 teachers, of whom only 6 were full-time and the rest were part-time. There were neither rooms nor Educational and laboratory base. All this had to be created in order to carry out the educational process at the required level of the times. We received a license for the design and construction of the building in two phases at an estimated cost of 5 million rubles allocated by the Kyiv City Executive Committee. It has purchased 20 apartments and hired experienced teachers, doctors and science students from Donetsk, Lviv, Kharkiv, Moscow and other places to become the core of the teaching staff. We were allowed to offer graduate courses and they were allowed to form an academic committee to defend candidates' thesis. The college is strong and well-known, and the competition for applicants is the most intense among other universities in Ukraine. In response to the need to overcome and improve the economic knowledge level of employees in the field of trade and public catering, the economic and trade accounting discipline courses have been expanded, and new professional courses "Using mathematical methods in economic calculations" and "New disciplines "Accounting and analysis of financial activities" have been added and the introduction of "Demand and Conditions of Trade" in the courses "General Course on Trade Organization and Technology" and "Organization of Trade in Food and Industrial Goods". A great deal of attention was paid to the humanization and humanization of professional training, in which T.I. Skirda played the main role as administrator-organizer and philosophy teacher. Student culture and mass work have been carried out. Participants of the Great Patriotic War actively participated in it, bringing a special mission spirit, initiative and organization. In order to meet the needs of the trade industry, the Institute began working with the Institute in 1968 to improve the qualifications of industry managers and experts. The institute has branches in the cities of Vinnitsa, Odessa and Chernivtsi. Later, the Odessa branch was closed, and the Vinnitsa and Chernivtsi branches were converted into departments. The Institute scientifically demonstrates the improvement of the structure of Ukrainian state trade organizations, the development of strategies for the transformation of wholesale chains and the introduction of new forms of management (i.e. the creation of wholesale and retail companies) - Furniture, Clothing, Footwear and Sporting Goods Trade Association. Much work has been done on the development and implementation of advanced methods of transporting goods in Kyiv’s retail network using container equipment. Significant progress has been made in solving the transportation and storage problems of vegetable and fruit products and improving the utilization efficiency of protein raw materials. Under the leadership of TI Skirda, international relations have been developed and long-term cooperation agreements have been signed with relevant educational institutions in Leipzig (Germany) and Bratislava (Czechoslovakia). As a scientist and educator, TI Skilda himself made significant contributions to the development of science. She is dedicated to the study of ethical, aesthetic and psychological issues in trade as an integral part of improving the culture of commercial services to the population and as a factor in increasing the social prestige of the trading profession.
