Peculiarities of foreigners and stateless persons studying at DTEU

1. Admission of foreigners and stateless persons to DTEU is governed by the laws of Ukraine “On higher education”, “On the legal status of foreigners and stateless persons”, “On Ukrainians abroad”, “On refugees and stateless persons” is carried out in accordance with the provisions of the ), in accordance with the Resolution of the Cabinet of Ministers of Ukraine of September 12, 2018 No. 729 “On the issues of access to higher education for certain categories of persons”, Order of the Ministry of Education and Science of Ukraine of November 1, 2013 No. 1541 “On the Some issues of the organization of recruitment and training (internship) of stateless persons”, registered with the Ministry of Justice of Ukraine on November 25, 2013, under No. 2004/24536, issued by the Ministry of Education and Science of Ukraine on December 2, 2019, under No. 1498 The order "On approval of the procedure for determining quotas for admission of foreigners and stateless persons to higher education within the scope of the State Orders in accordance with the international treaties of Ukraine". Citizens of the Russian Federation and the Republic of Belarus who do not have a permanent (temporary) residence permit in Ukraine, Admission is possible with personal permission of the Ministry of Education and Science of Ukraine.
2. Foreigners and stateless persons (hereinafter referred to as foreigners) may obtain higher education at personal and/or legal entity expense, unless otherwise provided for by an international treaty of Ukraine and with the consent of the Verkhovna Rada of Ukraine. Foreigners who receive funding from the state budget to study at DTEU are enrolled within the quota for foreigners (except foreigners and stateless persons, in particular Ukrainians permanently residing outside Ukraine, persons recognized as refugees and persons in need) ) for extra protection).

3. Enrollment of foreign students This can be done face-to-face and/or remotely.
The validity period of the invitation to study is no more than 1 year from the date of registration in the automated system "Electronic Journal" of the state-owned enterprise authorized by the Ministry of Education and Science of Ukraine.
Foreigners who have received an invitation to study registered in the automation system "Electronic Journal" of the state-owned enterprise authorized by the Ministry of Education and Science of Ukraine, A set of information and consulting support services has been provided and a visa has been obtained to enter Ukraine to participate in distance learning training Or carry out the procedure of legalization of educational documents in the issuing country: (Legalization at the Ministry of Foreign Affairs (MFA) of the issuing country. In order to organize the distance recruitment of foreign citizens for higher education, DTEU An agreement has been signed with a partner organization resident in the participant’s country of origin (see Appendix 21). The subject of the agreement is the provision of personal identification services, verification of original documents of participants, organization of receipt of electronic applications of participants, provision of premises and technical means for conducting counseling and entrance examinations at higher education institutions.
Educational institutions in Ukraine can sign agreements with organizations that meet the following requirements::
- The venue for remote submission of documents, consultation and entry testing complies with the established quarantine restrictions in the country of recruitment;
- Provide personal protection for entrants;
- Procedures to ensure identification of entrants using facial recognition technology, including checking personal details (surname, patronymic (if any)), biometric details and their verification against official (national) databases;
- Ensuring that foreign nationals comply with integrity requirements during entrance examinations;
- Providing a place to store contestants’ phones, tablets and other electronic devices seized during the entrance exam;
- providing suppression devices for cellular and Internet networks;
- Ensure that at least two cameras are installed around the foreign entrance examination hall for video surveillance;
- Provide technical equipment (computer, video camera, microphone, television or projector with screen) for real-time video communication with the examination committee of the educational institution;
- At least two staff members are present in the classroom to monitor compliance with academic integrity and technical support requirements during the foreign admissions examination;
- Providing all participants with a personal computer connected to the agency’s online platform, through which the entrance exam for foreigners will be conducted;
- Provide consultation and training for foreigners before the entrance examination to familiarize them with the rules of remote examination and online platform;
- Provide video recording of entrance examinations, transmit video materials to educational institutions through an online platform, and store information and video materials five years after the partner institution conducts entrance examinations for foreigners.
In the case of distance learning, the foreigner sends legalized and notarized copies of previous education documents to the university by post. Foreigners who cross the Ukrainian border for the first time and arrive at the university must hand in their original documents in person.
4. Higher education institutions may finance individuals and/or legal entities to enroll foreign students for study:
- Within the period for obtaining a junior bachelor's, bachelor's or master's degree as specified in these admissions rules;
- During one year of postgraduate study.
The DTEU calculates the scores/grades of the applicants based on the previously obtained educational documents and determines the minimum values of the scores/grades required for admission in the general education subjects of the Foreigners Entrance Examination.

5. All types of foreign students studying at the university are enrolled in DTEU according to the order of admission. The certificate issued by EDEBO confirms the fact of training.
6. The requirements of the DTEU regarding compliance with these Admission Rules and Procedures for foreign students coming to study in Ukraine, as well as the deadlines for receiving applications and documents, conducting admission examinations for foreigners and enrolment, are stipulated in the Admission Rules and published on the DTEU website. On the official website.
7. Foreigners who have received state scholarships in accordance with international treaties, state programs and other international obligations of Ukraine may study on the recommendation of the Ministry of Education and Science of Ukraine within the established quota for foreigners.
8. Foreigners coming to Ukraine to participate in an academic mobility program or to obtain higher education under an educational program agreed upon between Ukraine and a foreign higher education institution may be accepted for study taking into account the contractual obligations of the DTEU.
9. Foreigners and stateless persons, in particular Ukrainians permanently residing abroad, persons recognized as refugees and persons in need of additional protection, have the right to receive higher education on an equal basis with Ukrainian citizens, in particular Expenditures from the state or local budget funds of Ukraine, with the exceptions provided for by the Constitution of Ukraine, Ukrainian laws or international treaties, are binding with the consent of the Verkhovna Rada of Ukraine.
Ukrainians living abroad (except those who permanently reside in Ukraine) who have a certificate of Ukrainians living abroad proving their status may enroll in state-arranged studies within the prescribed quota for foreigners after an interview based on the subjects specified in these Regulations. rule.
10. The deadlines for admission examinations and admission of foreigners and stateless persons to DTEU in accordance with the quotas determined by the Ministry of Education and Science of Ukraine or in accordance with the contracts concluded between DTEU and entities and institutions are determined by the Admissions Committee.
11. Foreign citizens must submit a paper application in person to enroll in DTEU. The following documents are attached to the application:
- Modeled questionnaire;
- Copies of documents proving identity and citizenship;
- Documents (original and copies) regarding previously obtained educational qualifications as a basis for admission;
- A health certificate certified by the official healthcare institution of the country, issued within two months before arriving in Ukraine to study;
- Health insurance policy (provided before the course starts);
- Agree to the collection and processing of personal data;
- 12 photo cards measuring 35×45 mm, made of matte paper;
- A return ticket with a return date of up to one year or a voluntary liability insurance contract for the reimbursement of expenses associated with the execution of the deportation decision;
The documents specified in items 2), 3) and 4) must be translated into Ukrainian and notarized.
Unless otherwise provided for by Ukraine's international treaties, documents on previously obtained educational levels must be authenticated in the country of their issuance in the manner officially used in that country for such authentication and legalized by the relevant foreign institution in Ukraine.
12. During the period of enrollment at DTEU, foreign students are advised to provide a certificate issued by the competent authority of the country of origin of their educational documents, which contains information on the academic rights granted by the educational documents, the status of the educational institution, etc.
Educational documents issued by educational institutions of other countries are subject to recognition procedures in Ukraine in accordance with the law.
13. To enter Ukraine, a foreign entrant must receive an official invitation letter from the KNTEU in accordance with the established procedure and obtain an entry visa of the D-13 type from the consular section of the Ukrainian embassy in the relevant country.
14. The procedure for acceptance of applications and documents, entrance examinations conducted by DTEU, competitive selection and legal registration of foreigners and stateless persons in the territory of Ukraine is as follows:

15. The application and documents of foreign citizens who have graduated from preparatory courses or obtained a certain level of education and qualifications shall be submitted within the period established by the DTEU, but no later than 1 month before the expiration of the temporary residence permit in Ukraine.
In addition to the documents specified in point 11, such participants must provide a completion certificate from the preparatory department (faculty/department), a letter from the higher education institution stating that there is no objection to continuing studies, and a study experience at DTEU. The absence of documentary and other claims against the applicant, as well as a valid certificate of temporary residence in Ukraine and a record of cancellation from the previous place of residence.
Interviews and admissions registration for specific categories of entrants are conducted as per individual schedule (within 5-10 calendar days from the date of signing of the order for deduction of prior academic qualifications).
If the deadline for submitting documents is violated, an invitation in the prescribed format is issued to the participant according to the decision of the Commission, and the participant is obliged to leave and enter Ukraine DTEU within the time limit established by the Commission in accordance with the current legislation.
16. The list of majors (educational programs) recognized by the school for foreigners and stateless persons is shown in Table 1.
17. Persons recognized as refugees or persons in need of additional protection have the same rights as Ukrainian citizens to higher education.
18. Organize the recruitment, reception and admission of foreigners and stateless persons under the educational program/direction "Preparation of foreign citizens for admission to higher education institutions", which is organized by the Department for Preparatory Courses for Foreigners and Stateless Persons of DTEU (hereinafter referred to as PVIOG) is responsible for the organization.
18.1. Recruitment of PVIOG was based on the provision of copies of previous education documents, passport documents proving their identity, and written consent for the processing of personal data.
18.2. A committee shall be established by order of the Rector to select and admit candidates from among foreign citizens and stateless persons for study.
18.3. Admission and enrollment of foreign citizens and stateless persons within the permitted number for full-time studies in economic and humanitarian specialties according to the educational program/direction "Preparation of foreign citizens for admission to higher education institutions".
18.4. The basis for admission to study at PVIOG is the admission order of the Rector of DTEU, which is recorded in the electronic journal of the Ministry of Education and Culture of Ukraine.
18.5. The acceptance of applications and documents of candidates for PVIOG training is carried out under the following terms:

18.6. Foreign citizens and stateless persons who have successfully graduated from the Preparatory Department for Foreigners and Stateless Persons and obtained a national certificate are recommended for admission to a professional/educational course recognized by the DTEU. Admission is based on the results of an entrance examination in the form of an interview in certain subjects and the language of study. .
